The way in the transformation is that the GS 100 survey highlighted the fact that IT outsourcing market. In presenting a positive picture. But what is happening currently in the US market is triggering uncertainties and it will be interesting to see what way the IT outsourcing industry takes from here. The growth rates remained under pressure the overall market size was intact. The enterprises are likely to be treading a cautious path and service providers will be seeing increasing challenges to attract and retain customers. The enterprises today are looking at the offshoring route, as cost saving remains the prime objective. But that in itself might not ensure success. There is a visible shift and preference towards smaller contracts. Enterprises must choose more carefully, this is to ensure that partnership delivers the desired results. “Offshoring can have its own challenges. Contractual terms and laws might differ in different regions. So a good understanding and effort is required to be put in this area. Also, there exists in most cases, a cultural divide that companies might have to deal with.” The offshoring even the bigger challenge the mid market companies often find IT outsourcing, which results in most of the IT work being retained in house or given to local service providers. In order to tap this market, providers will have to offer services specific to their needs and requirements. n important consideration should not be the sole objective behind an outsourcing contract, the service providers were of the opinion that cost savings. The quality service, timeliness and the access to the better technology the solutions was other factors that can have a wider impact. The players that will be able to deliver strategic advantages, have domain expertize and global delivery . Michael Minkevich, Vice President of Technology Services, Luxoft says, “Many companies will be looking for providers with deep expertise in mobile platform development, R&D, high-end software and application development engineering skills, as well as experience in development methodologies such as Agile and SCRUM.” “Considering the current trends, where companies are cautious about their outsourcing decisions, competition amongst providers is on the high and expectations are going up, innovation is going to be the key decision maker. What new can a service provider bring to the table will be a question being asked unanimously.” Information Technology gives emphasis to the things that needs improvement however some people didn’t want this thing. This is also to ensure that the world will become more the best.. This outsourcing way helps to improve the business. The business who wants to be the best among all companies around the world. The outsourcing finds solution to the problems of the company to be the best. Things have many reason so that people should know that even there is a disadvantage, it is sure that behind this disadvantage has also advantage in the industry. Even if some people don’t want to outsource to other country. It helps to have a unity among other country. This is the best way of all.
The Cebu business leaders has suggestion to deal with the unprecedented downgrading of the US economy from an AAA category to AA by Standard and Poor’s. Cebu business leaders suggested that “Invest in the domestic market. Strategize as an industry and not as individual players.” and “Put in place measures that will help cushion the effects of the recent credit downgrading of the United States of America.”
The Mandaue Chamber of Commerce and Industry.. Eric Ng Mendoza, said that “the downgrading of the US Credit Rate was a wake up call for all economic and finance managers to balance their investments in other lower risk, high liquidity instruments.”
Ric Ng Mendoza also said that “One must admit, however, that the AA rating is still a favorable investment in the grade category and still better than Europe’s debt problems,” It is still seen that the US is the single widest market in the world for exporters, Eric Ng mendoza said that “local exporters should also redirect trade to emerging countries like China Russia, India, and Brazil and our domestic market, which is a potentially large one. “
Mendoza said.. “It is best to invest in our own country. Now that there is strong renewed business confidence here, you can see our economy steadily growing fast. It’s time we look for opportunities in our country. We should develop and maintain a strong domestic market,”
The Cebu Business Club President, Gordon Alan Joseph said that “he believed the downgrading would not have a big impact on Cebu’s economy”.Joseph also staed “the downgrading could trigger a double-dip recession in the United States, which Cebu should be cautious about and should prepare for.”
A double dip depression excerpt to a depression followed by a temporary recovery followed by another depression. Joseph also said,“What will impact Cebu is a double-dip recession in the USA. It is possible but we must not underestimate the power of the US economy. Recovery is just a matter of time. A credit downgrade may just spur the USA to make tough decisions. They need to move forward. They are mired in seriously partisan policies,”
Even though, Joseph encourages the local exporters to achieve. “It is common to be complacent and I believe the exporters should see how they can work together to create a strategy to strengthen Cebu’s competitive advantage to create better economies of scale as an industry and not as individual players,” Gordon Alan Joseph said.
The executive director Fred Escalona of Philexport Cebu stated that “the US credit downgrade could cause US interest rates to increase which could also lead the Philippines to increase its own interest rates to close the difference.”
Fred Escalona also stated that “The BSP (Banko Sentral ng Pilipinas) has been evident in the inflation targeting policy and this could lead to a further appreciation of the peso which is bad for the export sector, BPO (business process outsourcing) and OFW (overseas Filipino workers) remittances,”
From the strengthening of the peso as well as Philippies importers will be benefit in debt servicing, fuel prices, and power rates.
“To cushion it’s effects, there is not much that the government can do. Some sectors in the government feel that a strong peso is good for the economy. What they can probably try is to use half of our US dollar reserves to accelerate payment of our foreign debts and openly buy the US dollars to replenish our reserves,” Fred Escalona said.
There is always a strategy or technique in evreything.. to have a success country everyone should share there oppinion on what should be done in the country so that the leader will think what’s the best. Importing in other country is a big help to each one of us because it helps the country and at the same time the people to have a better life.. We should think what is the best for the country not for ourself

The US rating downgrade could boost the South Asian country’s flagship information technology sector by pushing overseas clients to seek more savings, according to India’s main outsourcing trade body on Monday. Also the National Association of Software and Service Companies (Nasscom) added in a statement it was “also counseling the Indian IT sector to maintain a cautious outlook going forward.” Around two million people employs the $60-billion sector, earns 70 percent of its revenues from the United States and accounts for five percent of India’s gross domestic product. Lat Friday, the Standard & Poor’s downgrade of the US credit, has sparked fears about a return to the global financial crisis of 2008-2009 when India’s software industry was hit by lower technology spending by customers. The Nasscom statement came as shares of Indian outsourcing firms slumped on the Bombay Stock Exchange, weakening more sharply than the overall falling market. Leading outsourcer TCS shed around 4.49 percent to 1,009.25 rupees while India’s second-largest outsourcer, Infosys, dropped 4.73 percent to 2,468 rupees. It was optimistic that the industry could ride out the renewed global economic turmoil, Nasscom said.. The United States “will continue to be one of the largest markets for us,” the group said. In fact, Nasscom said it believed the US economic woes could spur clients to increase the work they farm out to cheaper Indian companies. He also added that “In the case of an economic slump, we see the Indian IT industry strengthening its partnership with the US customers to build-in greater business efficiencies,” Then While the industry is closely intertwined with the global economy, it also has “a burgeoning domestic market which is equipped to sustain growth,” Nasscom added. US and other foreign firms, drawn by India’s English-speaking workforce and lower costs than in the West, have farmed out a wide range of jobs from answering bank client calls to processing insurance claims and equity analysis. The company estimated to save up to 80 percent in costs in outsourcing work to India. It is recently reported a jump in business volumes as they emerge from the 2008-2009 credit crisis in the major Indian information technology companies. Now that Information Technology goes highly in the world countries should boost. Though not all coutry is success we should not lose hope until outsourcing is there there’s always a way.
AT the end of the communism and the days of the planned economy the story of the Russian IT was began a years ago. Thousands of highly-qualified engineers and scientists working in institutes on national defence and space exploration projects were left out of work, when the USSR collapsed. This created a unique market opportunity in the country:” a pool of highly-skilled technical personnel – engineers, software developers, system architects available for a very low price, sometimes for ten times less than the corresponding labour force in the West. For clients in the US and Europe, it was the ideal moment to launch an outsourced software development center.” the 1990s saw many outsourcing companies established to meet the demand, Reksoft among them when the outsource did. They were high-tech islands in a sea of a turbulent domestic economy. Most of the outsourcing companies worked for foreign customers, from Western Europe and USA. This was because the software industry in Russia had undergone a great depression, and domestic demand for IT services was nearly non-existent. In Russia it was a surreal atmosphere in the first capital was accumulated, public assets were plundered, crime and corruption flourished. IN the middle of the havoc “men and women with MScs and PhDs were solving the most complex software development tasks for international clients. These communities became a cornerstone of the Russian IT ecosystem. It was a Russian IT talent reservoir that gradually accumulated the deepest knowledge of programming technologies from local universities, and best practices learned through work and co-operation with world market leaders. This accumulated business knowledge was transferred to the local market.” Giving birth to the new Information Technology, In a few years, many of them looked like private business incubators. It was a two-pronged process: both the management of the development centers interested in good investments nurtured the new projects while their employees, looking for an entrepreneurship opportunity, created their own start-ups. Business knowledge accumulated in international projects, combined with the Russian engineers’ excellent IT skills and brought forth a tremendous harvest of local product IT companies. Reksoft alone bore six start-ups. from its crisis and the reviving domestic industry started to provide a stable, local demand for IT services the Russian economy recovered. The outsourcing companies have served the basis of the product sector and the development. the software development companies now turned to Russian clients. Some of them merged or entered into partnerships with system integrators (SI). Some of them established their own departments of SI or IT consulting, pursuing the goal of creating a one-stop shopping point for the customer. To the local market the process of shifting the International experience and the global best practices. About a third of Russian IT outsourcing company revenue the local clients generated. with the rest coming from overseas clients. 30% of the revenue from the local market is not much, which demonstrates that the market for outsourcing services is still developing here. THis is also with the promises of the huge growth of the potential in the future. The International experience and Russian brains of the outsourcing companies will be demanded at home. “With a volume of nearly $16bn and a growth rate of 17% in 2010 according to IDC, we expect a good share of the pie for outsourcing companies in the Russian market. We see something symbolic in it. The first Russian IT companies are coming home.” This is to show the people that the outsourcing company has a big impact to the society and it helps the company to have a great and strong performance.

The number of the desktop ranges was between the 10 and 249 that it can be seen that in the 80% of the large companies. It was definitely different that the case of the other companies was ranging. The 1% of the companies was the companies with the definitely low percentage of the office workers of to those in which was portable in the computers was the most commonly used. In the large companies more than a half have 10-49 portable computers notebooks and netbooks. 20% of the surveyed companies have not more than nine such computers. Only 3% of the companies have more than 250 portable computers. According to the comments of Pawel Olszynka, a PMR head analyst and the report co-author, “It is worth noting that the average usage time for both desktop and portable computers has been extended by a few months, which is not a significant change when compared to the analogous large companies survey conducted by PMR in 2005”. The Information Technology becomes more stronger, the outsourcing here is that the growing importance of the computers is still in the outsourcing wherein you outsource your product in the other country.

The congress may outsource by the professionals it regulates the job of regulating thousands of investment advisors to an organization funded. After the worst financial crisis in two and a half years, since the Depression Washington lawmakers was focusing on the cutting funding from the governments oversight of the financial industry. The summer’s Dodd-Frank law before was fully performed . To deny the resources that Democrats and SEC officials, the house of the republicans support a measure to flat-fund the securities and exchange commission. According to Bloomberg report, ” there’s another regulator eager to step in. The Financial Industry Regulatory Authority, an organization that oversees brokers and draws its budget from industry it regulates, is lobbying to replace the SEC in its oversight of nearly 12,000 investment advisors, who collectively manage about $40 trillion,” The industry experts said that the Finra was a weaker cop than the SEC. It levied $43 million in fines last year. The former commissioner of the Texas State Securities Board,Denise Voigt Crawford told the Bloomberg that “They’re supposed to oversee the activity of the industry, but they are industry,” In the Congressional appropriations the SEC draws funding. It was for months anticipated reduction of the budget. The former SEC lawyer Jacob Frenkel told the Wall Street Journal that, ” “It is not helpful for the wheels of investigations to grind to a halt,” ” The SEC chair Mary Schapiro said in the speech in the congress, “several months before the financial reform was passed. The agency, she said, should become self-funded, drawing its budget from penalties it levies.” Then Schapiro said, “The SEC languishes as one of the few financial regulators still subject to the annual appropriations process,” and “I believe that fees assessed on investors’ transactions should be dedicated to protecting investors.” Things change, people want to have more changes when they think that this is not already better, and people will think for the best. In outsourving people and there businesses will change to the better one.
According to Joerg Stimmer, “When attending the last annualSummit of the European Outsourcing Association, (EOA) in Madrid a few weeks ago, I was impressed by the presence of service providers headquartered in South America, particularly from Brazil. Although the case studies presented focused on customers who are located in Spain or Portugal, the type of services provided and especially the size of the South American service providers left a positive impression on many potential customers from Germany.” There was an interesting angles for the Central Europe in general and the Germany in particular that procuring IT service from South America. This was the first one ” Although for large corporations, India is still the main location for offshore services, availability of qualified staff is limited for German customers. One reason is that working for US or UK customers might be favored due to language affinity and relatives already being deployed in those markets.” then the “Germans perceive that cultural differences between them and India are significantly greater than compared to Brazil or other South American cultures. When thinking about the need to visit an operations or development center, German managers by far prefer going to Brazil, which is perceived as a holiday destination, rather than to India.” the last is the “In the past, German companies favored a Nearshore approach to Eastern Europe against off shoring to India. Due to the limited size of service providers and the already experienced lack of scalability concerning further qualified staff, bigger service providers from South America might be a compelling alternative.” The German economy was currently showing the best performance across the Europe. The economies in Portugal and Spain was experiencing an ongoing crisis. According to the media reports in Spain and Germany “a lot of highly educated and motivated people in Spain cannot get a rewarding job at home and move to Germany where their skills are highly welcome. This could serve as a facilitator to offshoring to South America by using the Iberian workforce as a mediator for language and cultural differences.” The US and the UK market, the German customers has been cautious in concerning the outsourcing in general and the offshoring or nearshoring in particular. The information technology has a big impact to the society it has a big advantage in everyhthing. This is to improve everything, this is to help the things that can be presented in the whole world.
In many regions in Germany the temperature rise that triggered flood warnings. The German Weather Service was anxiously watching river levels, as the meteorologist also warn the heavy rainfall. Many German rivers have swollen dramatically in the last couple of days, this was the combination of the heavy rains and showers. The number of regions was bracing themselves in flooding. The riverside streets in the several small towns and villages along the Moselle River in Western Germany was already under the water. The emergency services was prepared aluminum flood walls and boardwalks in the anticipation of the further flooding. The Moselle in Koblenz flows into the Rhine. The officials said that “they feared the combination of high water levels in both rivers might lead to the city’s worst floods in 10 years.” In Cologne, the Rhine was continuing to rise. The authorities stated that “the water will reach a level of 8 meters (26 feet). That would already mean the flooding of a number of basements. If the water level rises above 8.3 meters all river traffic will be halted. The water level in Cologne was at 3.86 meters, and rising.” The Rhine in Duesseldorf, was also watching the water gauge closely. “If water levels threaten to rise to around 8 meters, we will start to implement protection measures in the old town,” a spokesman said. But, he added that “the water had not yet reached a critical level.”
